Profile Summary
Eugene is an Advocate in Uganda’s Courts of Judicature. He holds a master of laws in international dispute resolution from Queen Mary University of London, England. He also holds another master of laws in international commercial law from the University of Birmingham, West Midlands, England, bachelor of laws from Makerere University and a Post Graduate Diploma in Legal Practice from the Law Development Centre. He also possesses certificate in trade policy and trade law- TRP 400 from Trade Policy Training Center in Africa, Tanzania.
Eugene is an experienced Attorney with over twelve years’ experience in Alternative Dispute Resolution, Legal drafting, Legal research, policy, planning and Oil and Gas Law. He is an experienced advocate, skilled in company and corporate legal affairs, International Investment Law and Financing of International Trade. Eugene grew through the ranks from legal officer to senior legal officer and is currently a distinguished Senior Legal Officer at Uganda Law Reform Commission, an accomplished litigator and a teacher of Law.
Notable Accomplishments
- Successfully drafted materials for pre-enactment advocacy on the Competition Bill 2022.
- Led team that effectively conducted preliminary consultations in four regions.
- Instrumental in the review of the Industrial Licensing Act.
- Further supported the improvement of regulation and control of the establishment of industries in Uganda.
- Successfully oversaw the translation of the Constitution of the Republic of Uganda into 14 local languages.
- Instrumental in the major revision of the laws of Uganda, that led to the successful compilation of the final draft of the 7th Edition of the Laws of Uganda.
- Submitted at the United Nations Commission on International Trade Law (UNCITRAL) and contributed to the successful resolution of the United Nations Convention on International Settlement Agreements.
- Findings from undertaken research and analyses greatly contributed towards the successful conclusion of numerous reports and bills, e.g. the final report on the study on bail law in Uganda and draft bills.
- Conducted research with findings and analyses that led to the informed drafting of the present sentencing guidelines variously used by the courts of judicature in Uganda today.
- Conducted field studies and the subsequent work that led to informed recommendations to amend the Amnesty Act.
- Represented ULRC and the Ugandan Government at UNCITRAL which culminated into successful compilation of UNCITRAL Technical Notes on Online Dispute Resolution.
